Civilised Warfare??

With an apparent lack of ironic intention, a new treaty has been emplaced to attempt to civilize the pursuit of local conflicts. Although his Krussian Majesty does not approve of these changes, nor any attempt to curtail the most noble of pursuits, he has decreed that Krussia shall abide by them.

Were one to examine these new laws from an objective view-point one would almost guess that they had been expressly designed to rob the Royal Army of its fighting edge.

The main changes are as follows:
-The use of metal ramrods has been deemed unsporting and has been banned. This shall impact on the fine standard of Krussian musketry. It is still, however, to be expected to out-match that of most opponents it meets.
-The size of brigades has been limited. While it is still possible to field the big battalions that Krussia favours, they are subject to an imperial tithe of almost one tenth of the cost of their maintenance. Also, the minimum wage for conscript brigades has been lowered. While Krussia has not previously favoured these troops, it shall have to investigate their deployment.
-Half of the Guards must be detailed to the whim of the emperor. Since he has posted them to look after far-flung colonies, only 3 brigades are available to march with the Royal Army.
-An imperial Tax on bronze has been lifted. While this should lower the cost of Cannons, the king does not see any glory in artillery.
-The training costs for infantry, beyond a certain limit have been taxed. This means that it is not prohibitively expensive to have your troops specialize in more than one area.

There are other intricacies to the conventions; too many to name. Suffice to say that these rules are the product of desperate minds and it is the King's belief that instead of making war Just and Equitable, shall only serve to make the conflicts less decisive and more drawn out...
